Interior Office Policy
The Interior Office of the State of Israel – Population, Immigration and Border Control Authority (PIBA) is in charge of implementing the laws of the State which specify the conditions for entering Israel, including entry for the purpose of work.
The general policy is that foreign employees, have no vested right to enter Israel for the purpose of employment. A foreign citizen, who wishes to perform work in Israel, regardless of duration, must first obtain a work permit (B-1) from the Interior Office – PIBA, from the Department of Foreign Workers.
Under the Law, a foreign worker is “a worker who is not a citizen or resident of Israel”. This is as opposed to an individual who merely visits Israel, even for business purposes.
