Procedure for employing foreign workers to perform work using unique technology and machinery that is not available in Israel
A special procedure that allows foreign workers to be employed to perform work using unique technology and machinery that is not available in Israel and can only be performed through a foreign entity, in accordance with the procedure “Arranging the Employment of Foreign Workers in Unique Technology and Mechanization Jobs”.
In an application to employ foreign workers in special machinery, the employer is required to submit many documents, including:
- A detailed and reasoned letter, supported by the affidavit of the CEO of the company regarding the nature of the work, the technology and the unique machinery through which the project will be carried out.
- A detailed explanatory letter supported by the affidavit of the engineer accompanying the project.
- A detailed affidavit regarding the project from the private Israeli entity that commissioned the execution of the project.
- A letter of recommendation from the government entity that ordered the implementation of the project and/or accompanies its implementation.
The application is submitted to an advisory committee that will include the head of the Foreign Workers Administration at the Population and Immigration Authority, the director of the permits division at the Population and Immigration Authority, as well as representatives from the Ministry of Finance, the Ministry of Labor, Social Affairs and Social Services, and the Ministry of Construction and Housing.
The committee’s recommendation will be forwarded to the Commissioner in writing and will include the committee members’ impressions of the uniqueness of the technology and the mechanization necessary to carry out the project. If the committee recommends approving the granting of a permit, its validity will also be noted, the recommended permit, the recommended quota of foreign workers and, as applicable, other special conditions.
